Katherine founded Oak Rose Group in 2021 and has more than 20 years of experience in public policy and philanthropy. Over the course of her career, she has established extensive networks across the country and expanded education opportunity, built coalitions to advance federal policies that improve school choice and workforce readiness, and mobilized resources to strengthen civil society.
 

Before founding Oak Rose Group, she served as the vice president of programs and senior director of K-12 programs at the Philanthropy Roundtable (Roundtable) from 2016 to 2020 where she helped donors across the country make strategic investments to break down barriers to opportunity and strengthen their communities. 
 

Prior to joining the Roundtable, Katherine spent 13 years working for members of the U.S. House of Representatives and U.S. Senate to advance policies that lead to human flourishing. She served for seven years as the chief policy advisor on education, workforce, antipoverty, global health, and other social issues to former Speaker of the House John Boehner. Motivated by the belief that all students deserve access to a great education, Katherine was instrumental in the successful reauthorization of the D.C. Opportunity Scholarship Program. She previously served as a policy advisor to Representative Pete Hoekstra, and a legislative aide to Senator Kay Bailey Hutchison.
 

In March 2022, Katherine was appointed by Governor Doug Ducey to the Arizona State Board of Education (AZSBE) and subsequently confirmed by the Arizona Senate. She was elected Vice President in 2023 and President of the Board in 2025. The AZSBE oversees K-12 education standards, accountability, teacher preparation and conduct, and the Empowerment Scholarship Program, working to "develop successful citizens through robust public education."

 

Katherine also serves on the boards of 50CAN, Love Your School and The Trinity Forum, is a member of American Enterprise Institute’s Leadership Network and Conservative Education Reform Network, a member of the Pahara Institute’s 44th leadership cohort, and is an active supporter of Opportunity International and International Justice Mission. 
 

A native of Arizona, Katherine received her bachelor’s degree in psychology from Duke University and her master’s degree in government from Johns Hopkins University. Katherine lives in Scottsdale, Arizona and enjoys traveling, playing tennis, skiing, running, learning new things, and spending time with family and friends.
